Cost per Enplanement — Class B & C Airports
Passenger airline cost per enplanement (CPE) — total passenger airline aeronautical revenue ÷ enplanements, the FAA's own computed figure from each airport's Form 127 financial filing — for every FAA-designated Class B and Class C airport (airspace complexity, not FAA "hub size") with a real reported figure that year. This is the cost side of the equation airlines actually pay — it drives landing fees and gate rents, which flow into an airline's own CASM.
